According to Jyotiraditya Scindia, I&B Ministry is in Charge of OTT Regulation
Even though the Department of Telecommunications (DoT) is looking into concerns raised by telecom operators regarding forcing these platforms to share infrastructure costs, Communications Minister Jyotiraditya Scindia stated that the information and broadcasting (I&B) ministry is responsible for regulating over-the-top (OTT) platforms.
Telcos have been pleading with the government to create regulations requiring OTTs to reimburse carriers for the cost of their network infrastructure. They have stated time and time again that OTTs must share costs because the expansion of telecom infrastructure has not kept up with the rapid rise in data demand.
The OTT platforms have fiercely opposed this, claiming that any attempt to impose such burdensome regulatory compliances intended for the telecom industry would deter OTTs from making investments in new technologies and innovation and force them to charge customers for services that are provided for free.
After resurrecting BSNL and enabling its 4G development, Scindia also supported the establishment of a dedicated manufacturing zone to produce telecom equipment, stating that this would be the DoT's next objective.
He claimed that although the government could have imported 4G equipment to power BSNL's network development, it decided to take the more difficult path of developing the capacity domestically, making India the sixth nation to have its own 4G stack.
"The telecom manufacturing zone is the third step. A manufacturing zone for the telecom sector should be made as SEZs are made," Scindia stated.
